The Commissioner is the Head of the Department. He supervises and controls the different wings of the Department of Personnel and Administrative Reforms. The organizational structure of the Department is divided into 2( two) different divisions as follows:

  • Personnel Division.
  • Administrative Reforms Division.

    Personnel Division: This Division deals with the following matters:
1.
All matters relating to appointment, promotion, transfer and all service matters relating to All India Services i.e. IAS,IPS & IFS.
2.
All matters relating to appointment, promotion, transfer and all service matters relating to MCS, MPS, Manipur Finance Service, Manipur Forest Service and MSS Officers.
3.

All matters relating to the appointment and promotion of Jr. MCS and all matters relating to the transfer and posting of Jr. MCS(SG).

4.

All matters relating to the appointment, promotion, transfer and all service matters relating to Secretaries and Heads of Departments who do not belong to the IAS, IPS, IFS and MSS.

5.

All matters relating to framing/amendment of All India Service Rules.

6.

All matters relating to framing/amendment of MCS, MPS, MSS, Manipur Finance Service, Manipur Forest Service, Jr. MCS and other State Service Rules.

7.

All matters relating to the Classification of posts.

8.

All matters relating to the finalization of Recruitment Rules.

9.

All matters relating to Personnel policy including training for IAS, IPS, MCS, MPS, Manipur Forest Service, Manipur Finance Service and Jr. MCS.

10.

Advice to other Government Departments in service related matters.

11.

Matters relating to periodical review of service records of all officers.

12.

All matters relating to MPSC.

13.

Pension Cell.

14.

All matters relating to reservation of posts for SC/STs and other categories.

15.

Appointments under Die-in-harness scheme.

16.

Grievance Committee relating to service matter of State Government.

Administrative Reforms Division:This Division deals with the following matters:

1.

All matters relating to Administrative Reforms.

2.

All matters relating to Organisation and Method including work study.

3.

All matters relating to staff assessment and prescription of staffing pattern for creation of new posts.

4.

Matters relating to training.

5.

Matters relating to Civil List.

6.

All matters relating to simplification of procedures and methods.

7.

All matters relating to manual of Office Procedure.

8.

All matters relating to other general procedural matters.

9.

All matters relating to review for pending cases, submission of weekly arrear statement to AR.

10.

All matters relating to Sate Academy of Training.

11.

"Matters relating to the Right to Information Act, 2005, and co-ordination with the Departments in connection with implementation of the Act and Rules framed there under".
